CSO bill heads back to Kaine
As lawmakers wait to see if the governor will sign a bill creating long-term funding for Lynchburg's sewer cleanup project, controversy still surrounds a legislative attempt to help the city pay for the work. The legislature already approved $6.1 million that Lynchburg and Richmond will split this coming year. But on Wednesday, the House of Delegates batted down the governor's changes to Sen. Steve Newman's long-term funding bill to help the cities pay for expensive "combined sewer overflow" projects. "I don't know who went down and recommended changes that would hurt my bill," Newman said Friday. "And I don't care, that's over. Now we need every shoulder to the wheel to get the governor to sign this bill." It remains unclear if Gov. Timothy M. Kaine's signature will end up on that bill, because administration officials say the unchanged version could "create wreckage" among other important pollution-control programs.
